Pakistan Programme Pakistan is a top UK foreign policy priority. Addressing the security threat, both regionally and to the UK, remains paramount. It will become the sixth most populous country in the world by 2020, with the one million strong Pakistani diaspora in the UK retaining close links back to the country. Against this backdrop, Pakistan is now one of the largest bilateral DFID programme in the world. The Secretary of State and key groups such as the International Development Committee and Independent Commission for Aid Impact take a strong interest in the country. We work closely with other Government Departments including FCO and MoD and we are supported by the corporate platform provided by FCO for services such as Transport, Estates, IT and Security. The UK mission’s work is coordinated through an Integrated Delivery Plan and managed through a cross-mission management board and is aligned to the UK aid strategy and strategic objectives: 1. Delivering value for money Purpose of Job DFID Pakistan plans to expand its work on climate change in Pakistan significantly over the next few years. Through the existing Sub-national governance (SNG) programme, the office plans to place a climate change advisor in UNDP to work closely alongside the government of Pakistan to help deliver increased national ambition and planning on climate change, and to ensure UK aid funds are channelled where they can have most impact. This role represents an exciting opportunity to support the delivery of a major DFID policy ambition given the high-level commitment by the UK to double its spending on Climate Change and its co-hosting role of COP 26 in 2020. This A2 Advisory role (locally engaged) is focused on supporting the Government of Pakistan to work with the international community to deliver a high-ambition strategy on climate change. The role will be based 80% of the time in the UNDP office and 20% within the Governance Group of DFID Pakistan with clear firewalls and a dual reporting line. The focus will be on working collaboratively with the Government of Pakistan, the UN and the donor community to build relationships and capacity
Key responsibilities will include: • Build relationships with key government counterparts (PM’s office; Ministry of CC; Provinces and others) as well as wider groups to understand and influence GoP strategy to addressing CC; • Support in effective implementation of the National and Provincial Action Plans on climate change being derived from Pakistan’s National Climate Change Policy; realizing stakeholders’ role and ensuring effective partnership development in close collaboration with UNDP; • Align DFID work with UNDP in the implementation of priority actions as defined under the Nationally Determined Contributions; review of actions in the light of meeting 20% reduction of GHG emissions till 2030 in Pakistan; • Ensure that an effective and integrated strategy is formulated in the implementation of the programme to help achieve greater impact on the lives of vulnerable communities and in close coordination with UNDP; • Collect relevant information and data; collate and compile after thorough review of the data that shall be used for periodic reporting in preparation of various meetings for COP26 (and subsequent conferences); • Ensure that Sustainable Development Goals parameters are incorporated into the programme objectives and outcomes, including but not limited to aspects related to women empowerment and innovation; • Engage with those private sector partners who carry a greater influence in SDG implementation and where necessary and effective, partnerships with corporate players may be promoted to realize better circular economy approaches and ensure job creation, etc; • Transfer and management of knowledge (DFID-GoP and GoP-DFID) on all aspects related to climate change (e.g. adaptation, resilience and low carbon development). This includes fostering strong working relationships with the DFID Climate and Environment Department in order to bring the best policy evidence, research and learning to influence the Government of Pakistan’s approach to climate change; • Support development/implementation of the XHMG strategy on CC; • Work across the national, international and British High Commission communities in advance of the COP 26 meeting to map Pakistan’s approach and ambition for the meeting, improving the knowledge flow between HMG and Pakistan and influencing approaches on both sides; and, • Increase strategic oversight and leadership of the international community’s contribution to climate change work in Pakistan, supporting donor coordination functions and networking and relationship-building. Given this role is based for the majority of the time within the UNDP, the post holder will need to be self-reliant and confident in working in new environments. An ability to quickly build trusting relationships will be extremely important in order to play a bridging role between the UN and the DFID programme team, and to work with the Government of Pakistan. Given the split role and close engagement required with Government, a high level of political acumen is required and ability to network and influence at a senior level. The post holder will report to UNDP and for the DFID components on the ToR to the Team Leader, within the Governance Group. Successful Candidate Criteri

All applicants should complete a self-assessment on the technical competency application form against the following Climate and Environment technical competencies: • Climate change impacts, adaptation and resilience – Have knowledge and experience of the theory behind the principles of adaptation and resilience with some degree of incorporating this analysis into specific measures in developing countries; • Environmental stewardship, including Natural Resource Management (NRM), resource scarcity and ecosystem services – Have knowledge and experience of the potential implications of resource scarcity and different approaches in NRM for the livelihoods of people and economies in developing countries; • Environmental governance at national and international level – Have knowledge and understanding of the principles of climate and environmental governance at the international level and the global climate and environmental governance frameworks and all the main treaties that have informed current and recent policies; and, • Climate and environment science – Have knowledge and understanding of climate environment science principles including (natural and anthropogenic) drivers of climate change and different climate systems e.g. tropical v temperate and how they relate to development interventions.
Essential: • A Master’s degree in international development, climate change, international relations, international governance or any related discipline; • A minimum of 5 years work experience in the development sector on climate change; • Experienced relationship builder and influencer with experience in climaterelated international negotiations; • Demonstrated capacity in advisory services for a governmental or nongovernmental organisation; • Excellent knowledge of climate change governance policy in Pakistan; and, • Demonstrated ability to influence senior officials and decision makers. Desirable: • Experience of working with or in the UN and an understanding of UN systems and processes; • Policy and institutional knowledge in the Climate Change sector in Pakistan; and, • Demonstrated ability to manage and grow partnerships
